The California Building Standards Code (CAB/BC) is the construction code adopted by the California Building Standards Commission. The building code should be considered in conjunction with other applicable codes, guidelines, and land development regulations. The building code establishes minimum standards for the design, construction, maintenance, and use of buildings and the elements thereof. The CAB/BC defines the minimum requirements for all local jurisdictions to follow.
The City of San Clemente applies its Building Code & Community Standards stricter than California originally intended. Informational signage is intended to reinforce the California Building Standards Code & Community Standards.
The general application process for a permit requires an on-site Public Works Representative (PWR) visit to: verify that the permit application meets the requirements of the City and that the applicant is a city resident or a city business; confirm that a property is a single owner, with a site plan, property survey and fire department inspection; verify the accuracy of the number of occupants and age of occupants, requirement of a well, and requirement of four-hour emergency lighting on the site; verify that all residential improvements (ex: roofing, framing, electrical, interior walls, structural steel, etc.) meet the fire safety requirements listed in the fire code; and notify the applicant that the City will make a permit decision in three to seven calendar days.
