The offline package can be used in situations in which the web installer cannot be used because of lack of Internet connectivity. This package is larger than the web installer and does not include the language packs. We recommend that you use the web installer instead of the offline installer for optimal efficiency and bandwidth requirements.
The offline installer doesn't work for Windows 8 and up. You need to enable the Windows feature. Hit the Windows key and type \"Turn Windows features on or off\". Check off the .NET Framework 3.5. This will download the necessary bits and install the framework on your machine. Take a look at the Install the .NET Framework 3.5 on Windows 10, Windows 8.1, and Windows 8 for more details.
I am running the .NET 3.5 offline installer on windows 8.1 from Microsoft .NET Framework 3.5 Service pack 1 (Full Package) . Though, when I run this exe, it still prompts me to install from windows update. The same thing happens with the pre-service pack installer.
If you fancy doing a direct download, Microsoft has an offline installer for previous versions of the .NET framework on its dotnet website. However, before you venture forth and download one of the files, make sure that you're downloading a supported version of .NET.
Once you've downloaded the offline installer for your chosen version, you're ready to begin the installation. In most cases, your installation should be smooth sailing. Sometimes, though, the offline installer just doesn't want to play ball.
Hi! Had this problem on server 2012. Solution was to uninstall some Microsoft updates. Credits go to: -0x800f0906-and-0x800f081f-error-messages-while-installing-net-framework-3-5-in-windows-8/

Many thanks Daniel. I had similar experience as Sam (March 15th) where nothing worked, even an offline installer. Tried your command line version and this worked a treat. Many hours of head scratching saved !! Cheers, Alan.
2. Download the appropriate Microsoft .NET Framework and Visual C++ runtime redistributable offline installers (and Microsoft Access Database Engine, if needed). Click here for a list of required .NET versions for each OpenFlows product version. For VC++, the required versions vary, so consider downloading and installing all of the ones mentioned below.
Note: currently the latest available versions of FlowMaster and CulvertMaster require .NET Framework 3.5. This is not enabled by default for Windows 8 and Windows 10, so Windows may need to download information in order to enable it as part of the installation process. In this case you may need to temporarily connect to the internet in order to enable .NET Framework 3.5 if the offline installer cannot be located. 153554b96e
